Plumbing Inspection in Summers, AR
About 31% of the people who own a home in Summers bought it in 2018 or later. On a turnover figure that high, the question is less whether an inspection happened than what it was allowed to look at.
The one-paragraph answer
31% of owner households in Summers moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Summers moved in
Frequent turnover has one real advantage: systems get looked at. It has one real trap, which is that a recent clean report feels like a clean bill of health, and the standards are explicit that it is neither exhaustive nor a warranty.
| Owner households in Summers | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 27% |
| Moved in 2010–2017 | 23% |
| Moved in before 2010 | 46% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 369 occupied housing units, of which 270 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
If you are selling, establish it before somebody else does. The same finding is worth more to a buyer who discovered it than to one who was told.
Ten minutes of reading covers it: what nobody was required to look at, what they were, and the drain run that is a separate instruction altogether.
