Plumbing Inspection in Surprise, AZ
Surprise is a town that moves. 32% of its owner-occupied homes have changed hands since 2018, which puts the plumbing of a great many of them in front of an inspector inside the last few years.
The one-paragraph answer
32% of owner households in Surprise moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Surprise moved in
A town that moves this much has a lot of reports in circulation, and reports get reused as reassurance long after the visit. What was outside the scope on the day is still outside it now.
| Owner households in Surprise | Share of all owners |
|---|---|
| Moved in 2021 or later | 9% |
| Moved in 2018–2020 | 23% |
| Moved in 2010–2017 | 36% |
| Moved in before 2010 | 32% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 56,353 occupied housing units, of which 44,665 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
