Plumbing Inspection in Laguna Beach, CA

Roughly 20% of the people who own in Laguna Beach bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.

The one-paragraph answer

Turnover in Laguna Beach sits near the middle, with 20% of owner households arriving in 2018 or later. The figure that actually matters is in the standards of practice: a home inspection covers what is visible and operable, and the buried sewer lateral is not.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When Laguna Beach moved in

An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.

Universe: 11,141 occupied housing units, of which 7,261 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover

The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.

Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.

What to do about it

Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.

Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.

California licenses are issued by the Contractors State License Board, which publishes a public search you can use before work begins. California licenses the C-36 plumbing contractor; there is no state journeyman license.
