Plumbing Inspection in Montclair, CA
Montclair rarely changes hands — 15% of owner households arrived in 2018 or later. The upside is stability. The other side of it is that nothing has triggered an inspection in most of these houses for years.
The one-paragraph answer
Homes in Montclair rarely change hands — only 15% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Montclair moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in Montclair | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 12% |
| Moved in 2010–2017 | 24% |
| Moved in before 2010 | 61% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 10,267 occupied housing units, of which 5,634 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
