Plumbing Inspection in Simi Valley, CA
In Simi Valley, 17% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
17% of owners in Simi Valley bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Simi Valley moved in
A middling turnover figure is the least informative kind, which is its own useful fact: it means you cannot infer much about any particular house from the town, and the report on the one in front of you is the only evidence that counts.
| Owner households in Simi Valley | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 12% |
| Moved in 2010–2017 | 25% |
| Moved in before 2010 | 58% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 45,402 occupied housing units, of which 33,266 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
The covered list is shorter than the excluded one and it is not thin. Every fixture run, every toilet flushed, the drain-waste-vent system described, the water heater and its venting examined, the shut-offs located. That is a real morning of work and it is worth knowing it happened.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.
