Plumbing Inspection in Upland, CA

18% of owner-occupied homes in Upland have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.

The one-paragraph answer

18% of owners in Upland bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When Upland moved in

An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.

Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 28,370 occupied housing units, of which 16,477 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover

Knowing what is required is what lets you read the report properly. A finding against something the standard covers is a finding; silence about something it excludes is not reassurance. Most people read the document without that distinction and it is the difference between two very different pieces of paper.

What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.

What to do about it

Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.

The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
