Plumbing Inspection in Colorado Springs, CO
In Colorado Springs, 29% of owner households arrived in 2018 or later — a high rate, and one that means a large share of the housing has been through an inspection recently enough for somebody to remember it.
The one-paragraph answer
In Colorado Springs, where 29% of owners bought in 2018 or later, a great many homes have been inspected recently. A standard inspection looks at what can be seen and operated; the drain line under the garden is outside its published scope and needs a camera survey.

When Colorado Springs moved in
Frequent turnover has one real advantage: systems get looked at. It has one real trap, which is that a recent clean report feels like a clean bill of health, and the standards are explicit that it is neither exhaustive nor a warranty.
| Owner households in Colorado Springs | Share of all owners |
|---|---|
| Moved in 2021 or later | 8% |
| Moved in 2018–2020 | 21% |
| Moved in 2010–2017 | 30% |
| Moved in before 2010 | 41% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 236,524 occupied housing units, of which 152,771 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
