Plumbing Inspection in Fort Collins, CO
25% of owner-occupied homes in Fort Collins have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.
The one-paragraph answer
25% of owners in Fort Collins bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Fort Collins moved in
A middling turnover figure is the least informative kind, which is its own useful fact: it means you cannot infer much about any particular house from the town, and the report on the one in front of you is the only evidence that counts.
| Owner households in Fort Collins | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 18% |
| Moved in 2010–2017 | 32% |
| Moved in before 2010 | 43% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 83,014 occupied housing units, of which 47,359 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Water conditioning systems are excluded by ASHI outright, along with lawn irrigation, fire suppression and clothes washer connections. None of that is an inspector cutting corners; it is the published boundary of the service.

What it is required to cover
ASHI requires the energy source and vent system of the water heating equipment to be covered, and InterNACHI requires the same ground from the other direction. Where the two standards overlap is the part of the report you can rely on whichever association the inspector belongs to.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
