Plumbing Inspection in Jacksonville, FL
In Jacksonville, 25% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
25% of owners in Jacksonville bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Jacksonville moved in
Enough houses change hands here for inspections to be routine, which tends to make people incurious about them. The scope is where the surprises are, and it is published rather than hidden.
| Owner households in Jacksonville | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 18% |
| Moved in 2010–2017 | 26% |
| Moved in before 2010 | 49% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 375,522 occupied housing units, of which 215,024 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.
