Plumbing Inspection in Neptune Beach, FL

In Neptune Beach, just 12% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.

The one-paragraph answer

Homes in Neptune Beach rarely change hands — only 12% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When Neptune Beach moved in

The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.

This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

Water conditioning systems are excluded by ASHI outright, along with lawn irrigation, fire suppression and clothes washer connections. None of that is an inspector cutting corners; it is the published boundary of the service.

What it is required to cover

Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.

The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.

What to do about it

Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.

The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
