Plumbing Inspection in Oakwood, GA
In Oakwood, 31% of owner households arrived in 2018 or later — a high rate, and one that means a large share of the housing has been through an inspection recently enough for somebody to remember it.
The one-paragraph answer
31% of owner households in Oakwood moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Oakwood moved in
Where houses move this often, inspections are a familiar part of the process and the risk shifts. It stops being whether one was done and becomes whether anyone understood what it was not required to cover.
| Owner households in Oakwood | Share of all owners |
|---|---|
| Moved in 2021 or later | 12% |
| Moved in 2018–2020 | 19% |
| Moved in 2010–2017 | 24% |
| Moved in before 2010 | 45% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 3,548 occupied housing units, of which 2,121 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Both standards exclude septic and other sewage disposal or wastewater treatment systems. The inspector confirms that the fixtures drain; the run leaving the building is not part of the job, and it is the most expensive thing on a property to be wrong about.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
