Plumbing Inspection in Cairo, IL
Cairo is settled. Only 11% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.
The one-paragraph answer
Only 11% of owners in Cairo arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When Cairo moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in Cairo | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 8% |
| Moved in 2010–2017 | 27% |
| Moved in before 2010 | 62% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 663 occupied housing units, of which 440 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Clothes washer connections are excluded, which surprises people because the machine is in the house and plumbed into it. The supply valves behind it and the standpipe it drains into were not part of the job.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
