Plumbing Inspection in Prospect Heights, IL
Roughly 22% of the people who own in Prospect Heights bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.
The one-paragraph answer
22% of owners in Prospect Heights bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Prospect Heights moved in
With turnover near the middle, roughly one owner in five or six arrived recently. For everyone else the last time the plumbing was examined by a third party was whenever they bought.
| Owner households in Prospect Heights | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 17% |
| Moved in 2010–2017 | 22% |
| Moved in before 2010 | 55% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 6,190 occupied housing units, of which 3,910 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
