Both standards state that an inspection is not technically exhaustive and covers readily accessible, visually observable systems. That sentence is not a disclaimer at the end of the report. It is the definition of what was bought.

What it is required to cover

The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.

What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.

What to do about it

Write down where the main water shut-off and the main fuel shut-off are. InterNACHI requires both locations to be described, and they are the two most useful lines in the document.
