Plumbing Inspection in West Liberty, KY
In West Liberty, just 11% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
West Liberty is settled, with 11% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When West Liberty moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in West Liberty | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 7% |
| Moved in 2010–2017 | 33% |
| Moved in before 2010 | 56% |

Universe: 3,475 occupied housing units, of which 2,588 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
