Plumbing Inspection in Brookline, MA
Roughly 20% of the people who own in Brookline bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.
The one-paragraph answer
20% of owners in Brookline bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Brookline moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Brookline | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 15% |
| Moved in 2010–2017 | 26% |
| Moved in before 2010 | 53% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 24,020 occupied housing units, of which 10,302 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
