Plumbing Inspection in Forest Lake, MN
Roughly 22% of the people who own in Forest Lake bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.
The one-paragraph answer
22% of owners in Forest Lake bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Forest Lake moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Forest Lake | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 16% |
| Moved in 2010–2017 | 27% |
| Moved in before 2010 | 51% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 10,026 occupied housing units, of which 7,416 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
