Plumbing Inspection in Elm City, NC
Only 14% of the people who own a home in Elm City bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Only 14% of owners in Elm City arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When Elm City moved in
In a town this settled the report is likelier to matter to a seller than a buyer. Knowing what is there before somebody else looks is the whole of the advantage.
| Owner households in Elm City | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 8% |
| Moved in 2010–2017 | 14% |
| Moved in before 2010 | 72% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 3,274 occupied housing units, of which 2,637 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
ASHI asks for the predominant material of the water service, distribution and drain-waste-vent pipes to be described. Predominant is an honest word for a house that has been altered more than once, and it is not a complete answer about any single run.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
