Plumbing Inspection in Julian, NC
Julian is settled. Only 14% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.
The one-paragraph answer
Julian is settled, with 14% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Julian moved in
Low turnover means the last inspection on most of these houses is old, and the systems in them have had years to change since. Nothing about a settled town makes plumbing age more slowly.
| Owner households in Julian | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 11% |
| Moved in 2010–2017 | 33% |
| Moved in before 2010 | 53% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,235 occupied housing units, of which 1,093 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
