Plumbing Inspection in Mount Ulla, NC
Mount Ulla rarely changes hands — 13% of owner households arrived in 2018 or later. The upside is stability. The other side of it is that nothing has triggered an inspection in most of these houses for years.
The one-paragraph answer
Homes in Mount Ulla rarely change hands — only 13% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Mount Ulla moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in Mount Ulla | Share of all owners |
|---|---|
| Moved in 2021 or later | 1% |
| Moved in 2018–2020 | 12% |
| Moved in 2010–2017 | 31% |
| Moved in before 2010 | 56% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,007 occupied housing units, of which 881 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
