Plumbing Inspection in Garwood, NJ
Garwood rarely changes hands — 6% of owner households arrived in 2018 or later. The upside is stability. The other side of it is that nothing has triggered an inspection in most of these houses for years.
The one-paragraph answer
Homes in Garwood rarely change hands — only 6% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Garwood moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in Garwood | Share of all owners |
|---|---|
| Moved in 2021 or later | 0% |
| Moved in 2018–2020 | 6% |
| Moved in 2010–2017 | 30% |
| Moved in before 2010 | 64% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 2,054 occupied housing units, of which 1,125 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
