Plumbing Inspection in Oakland, NJ
Oakland turns over at about the national middle: 19% of its owner households arrived in 2018 or later. Common enough that most people know somebody who has had a report, rare enough that few have read the exclusions in one.
The one-paragraph answer
In Oakland, 19% of owner-occupied homes have changed hands since 2018. Whichever side of a sale you are on, the exclusions decide what you know: a standard inspection stops at the visible plumbing and leaves the sewer lateral to a camera survey.

When Oakland moved in
At an ordinary rate of turnover, the housing here divides fairly evenly between homes inspected in the last few years and homes that have not been looked at since the previous sale, whenever that was.
| Owner households in Oakland | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 13% |
| Moved in 2010–2017 | 25% |
| Moved in before 2010 | 56% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 4,388 occupied housing units, of which 4,028 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
Knowing what is required is what lets you read the report properly. A finding against something the standard covers is a finding; silence about something it excludes is not reassurance. Most people read the document without that distinction and it is the difference between two very different pieces of paper.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
If you are selling, establish it before somebody else does. The same finding is worth more to a buyer who discovered it than to one who was told.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
