Plumbing Inspection in West Berlin, NJ
West Berlin turns over at about the national middle: 21% of its owner households arrived in 2018 or later. Common enough that most people know somebody who has had a report, rare enough that few have read the exclusions in one.
The one-paragraph answer
21% of owners in West Berlin bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When West Berlin moved in
A middling turnover figure is the least informative kind, which is its own useful fact: it means you cannot infer much about any particular house from the town, and the report on the one in front of you is the only evidence that counts.
| Owner households in West Berlin | Share of all owners |
|---|---|
| Moved in 2021 or later | 8% |
| Moved in 2018–2020 | 13% |
| Moved in 2010–2017 | 33% |
| Moved in before 2010 | 46% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 2,524 occupied housing units, of which 1,788 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.

Inspection report in front of you?Read us the plumbing lines and nothing else — we do not want the document. We will route you to a contractor covering your area who can quote the items on it, and you are never charged by us. We take West Berlin requests that never appeared on any inspection.
