Plumbing Inspection in Howe, OK
Howe is settled. Only 15% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.
The one-paragraph answer
Only 15% of owners in Howe arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When Howe moved in
Low turnover means the last inspection on most of these houses is old, and the systems in them have had years to change since. Nothing about a settled town makes plumbing age more slowly.
| Owner households in Howe | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 9% |
| Moved in 2010–2017 | 28% |
| Moved in before 2010 | 57% |

Universe: 790 occupied housing units, of which 598 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Clothes washer connections are excluded, which surprises people because the machine is in the house and plumbed into it. The supply valves behind it and the standpipe it drains into were not part of the job.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Ten minutes of reading covers it: what nobody was required to look at, what they were, and the drain run that is a separate instruction altogether.
