Plumbing Inspection in Springfield, PA
Springfield is settled. Only 15% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.
The one-paragraph answer
Homes in Springfield rarely change hands — only 15% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Springfield moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in Springfield | Share of all owners |
|---|---|
| Moved in 2021 or later | 6% |
| Moved in 2018–2020 | 9% |
| Moved in 2010–2017 | 23% |
| Moved in before 2010 | 62% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 8,616 occupied housing units, of which 8,096 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.

Checking a credential in Pennsylvania
Pennsylvania has no state license for plumbers. Its Department of Labor and Industry states it has no jurisdiction and keeps no records of which municipalities require one, so the only reliable answer is your own city or township. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
