Plumbing Inspection in Topton, PA
Only 8% of the people who own a home in Topton bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Topton is settled, with 8% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Topton moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in Topton | Share of all owners |
|---|---|
| Moved in 2021 or later | 2% |
| Moved in 2018–2020 | 6% |
| Moved in 2010–2017 | 17% |
| Moved in before 2010 | 75% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,239 occupied housing units, of which 725 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Clothes washer connections are excluded, which surprises people because the machine is in the house and plumbed into it. The supply valves behind it and the standpipe it drains into were not part of the job.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.

Checking a plumber in Pennsylvania
Checking a credential in Pennsylvania
Pennsylvania has no state license for plumbers. Its Department of Labor and Industry states it has no jurisdiction and keeps no records of which municipalities require one, so the only reliable answer is your own city or township. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
