Plumbing Inspection in Blacksburg, SC
In Blacksburg, just 13% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
Blacksburg is settled, with 13% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Blacksburg moved in
Where houses stay put, an inspection is a rare event, and the report on file — if there is one — describes a building that has since had a decade or more of ordinary use.
| Owner households in Blacksburg | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 9% |
| Moved in 2010–2017 | 23% |
| Moved in before 2010 | 64% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 3,632 occupied housing units, of which 2,677 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Wells, pumps, pressure tanks, storage tanks and filters are excluded by both standards. On a property with its own supply, the equipment feeding the whole house sits outside the inspection carried out on it.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
