Plumbing Inspection in Salem, SC
In Salem, 33% of owner households arrived in 2018 or later — a high rate, and one that means a large share of the housing has been through an inspection recently enough for somebody to remember it.
The one-paragraph answer
33% of owner households in Salem moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Salem moved in
On a turnover figure this high, most owners here bought recently enough that the inspection is within memory. The useful question is what was excluded from it, because that list has not changed and neither has the house.
| Owner households in Salem | Share of all owners |
|---|---|
| Moved in 2021 or later | 9% |
| Moved in 2018–2020 | 24% |
| Moved in 2010–2017 | 29% |
| Moved in before 2010 | 39% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 2,754 occupied housing units, of which 2,640 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Wells, pumps, pressure tanks, storage tanks and filters are excluded by both standards. On a property with its own supply, the equipment feeding the whole house sits outside the inspection carried out on it.

What it is required to cover
ASHI requires the energy source and vent system of the water heating equipment to be covered, and InterNACHI requires the same ground from the other direction. Where the two standards overlap is the part of the report you can rely on whichever association the inspector belongs to.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
