Plumbing Inspection in Hartsville, TN
In Hartsville, 28% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
In Hartsville, 28% of owner-occupied homes have changed hands since 2018. Whichever side of a sale you are on, the exclusions decide what you know: a standard inspection stops at the visible plumbing and leaves the sewer lateral to a camera survey.

When Hartsville moved in
Enough houses change hands here for inspections to be routine, which tends to make people incurious about them. The scope is where the surprises are, and it is published rather than hidden.
| Owner households in Hartsville | Share of all owners |
|---|---|
| Moved in 2021 or later | 13% |
| Moved in 2018–2020 | 15% |
| Moved in 2010–2017 | 19% |
| Moved in before 2010 | 53% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 3,204 occupied housing units, of which 2,297 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
The covered list is shorter than the excluded one and it is not thin. Every fixture run, every toilet flushed, the drain-waste-vent system described, the water heater and its venting examined, the shut-offs located. That is a real morning of work and it is worth knowing it happened.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Write down where the main water shut-off and the main fuel shut-off are. InterNACHI requires both locations to be described, and they are the two most useful lines in the document.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
