Plumbing Inspection in Celeste, TX
Celeste is a town that moves. 33% of its owner-occupied homes have changed hands since 2018, which puts the plumbing of a great many of them in front of an inspector inside the last few years.
The one-paragraph answer
33% of owner households in Celeste moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Celeste moved in
A high turnover rate means most transactions here are recent, so the report that came with the house is probably still in a drawer. It is worth reading again — not the findings, which you already acted on, but the exclusions, which you almost certainly did not.
| Owner households in Celeste | Share of all owners |
|---|---|
| Moved in 2021 or later | 20% |
| Moved in 2018–2020 | 12% |
| Moved in 2010–2017 | 25% |
| Moved in before 2010 | 42% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,072 occupied housing units, of which 903 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
