Plumbing Inspection in Provo, UT
Provo turns over at about the national middle: 26% of its owner households arrived in 2018 or later. Common enough that most people know somebody who has had a report, rare enough that few have read the exclusions in one.
The one-paragraph answer
In Provo, 26% of owner-occupied homes have changed hands since 2018. Whichever side of a sale you are on, the exclusions decide what you know: a standard inspection stops at the visible plumbing and leaves the sewer lateral to a camera survey.

When Provo moved in
A middling turnover figure is the least informative kind, which is its own useful fact: it means you cannot infer much about any particular house from the town, and the report on the one in front of you is the only evidence that counts.
| Owner households in Provo | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 19% |
| Moved in 2010–2017 | 28% |
| Moved in before 2010 | 46% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 34,246 occupied housing units, of which 13,719 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
