Plumbing Inspection in Bassett, VA
Only 15% of the people who own a home in Bassett bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Homes in Bassett rarely change hands — only 15% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Bassett moved in
The consequence of a low turnover figure is not that the housing is worse. It is that far fewer people here have ever had a third party examine their plumbing, and the ones who did, did it a long time ago.
| Owner households in Bassett | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 11% |
| Moved in 2010–2017 | 16% |
| Moved in before 2010 | 69% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 5,087 occupied housing units, of which 3,975 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Wells, pumps, pressure tanks, storage tanks and filters are excluded by both standards. On a property with its own supply, the equipment feeding the whole house sits outside the inspection carried out on it.

What it is required to cover
The covered list is shorter than the excluded one and it is not thin. Every fixture run, every toilet flushed, the drain-waste-vent system described, the water heater and its venting examined, the shut-offs located. That is a real morning of work and it is worth knowing it happened.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
